PROCEDURE OF ELECTING VILLAGE HEADS, BASED IN THE GOVERNMENT REGULATION NO. 72/2005

(A Case Study at Kutambaru Village, Munthe Subdistrict, Karo District)

The implementation of village development is intended to increase villagers’ standard of living and prosperity by carrying out at activities and programs which are in line with their needs. Law No.32/2004 on Local Government recognizes the autonomy by villages in which they can be assigned by the central and local governments to carry out certain administrative tasks.

The problems of the research were as follows: how about the system if government in villages based on the Government Regulation No 72/2005, how about the election procedure of village heads based in the Government Regulation No. 73/2005 and how about the obstacles in electing the head of Kutambaru Village, Munthe Subdistrict, Karo District.

The research used normative approach which managed and used secondary data and descriptive method was done by conducting field survey and interviewing those who were related to this research.

Village Administration, based on the Government Regulation No. 72/2005, consist of village heads and village employees that consist of village secretaries, field technical performers, area specialists and other village employees. The procedure of electing village heads, according to the Government Regulation No. 72/2005, is as follows: selecting, campaigning by the candidates, voting, the counting of ballots, announcing, determining the choses candidates, confirming and swearing in the chosen candidates and the implementation of village head election. Some obstacles in electing the head of Kutambaru Village, Munthe Subdistrict, Karo District, are as follows: some villagers, especially the elderly, do not know how about the election, some of them are late in doing the voting, some of them are not registered, it is very susceptible to the people condition since the supporters of each candidate are very sensitive, and not initial budget given by the Local Government, funding is very important in every activity. Financial factor has to be handled properly by an institution in supporting its operation.
