Guidance of State Civil Apparatus as mandated in Law no. 5 Year 2014, then one of the factors that are considered very important and principal in realizing the clean and authoritative state apparatus is the problem of discipline of Civil Servants in performing government duties as a servant of state and public servant.

The problems presented in this thesis are: how the regulation of law and implementation of discipline of State Civil Apparatus, how the implementation of sanctions in violation of civil state apparatus discipline in Pemko Medan and how the constraints and solutions in facing these obstacles. This study uses normative legal research methods based on primary and secondary legal materials

Implementation of sanctions of the State Civil Apparatus is affirmed in Act no. 5 of 2014 which regulates the rights and obligations of civil servants and the Regulations on Civil Servants discipline regulated in Government Regulation No. 53 of 2010 on the Discipline Regulations of Civil Servants. The discipline regulation of Civil Servants is stipulated provisions concerning obligations, prohibitions, disciplinary punishment, duly authorized officials, disciplinary punishment for disciplinary penalties and enforcement of disciplinary punishment. Implementation of sanctions in violation of the discipline of the State Civil Apparatus in Pemko Medan by giving moral sanctions violation of the Code of Civil State Apparatus ethics made in writing and declared by the Officer of Civil Service. The obstacles in improving the discipline of Civil Servants in Pemko Medan is less assertive sanctions given by authorized officials as well as the decline of the Civil Servant's discipline.

It is suggested that law enforcement administrative discipline in Civil Servants is not only limited to the discipline of working hours but also on performance as well. Development of Civil Servants in an effort to increase discipline because by doing coaching in expect can affect the attitudes and behavior of employees. In order to have strict sanctions against every Civil Service discipline violator so as to create a deterrent effect against other employees to violate the discipline.
